Blackboard Question Pools vs Question Banks and Question Sets

A Blackboard question pool and an Ultra question bank are the same container. Ultra then reused pool to mean randomization, which is where the confusion starts.

A question pool in the Original Course View and a question bank in the Ultra Course View are the same thing: a container of reusable questions that sits outside any one test. Ultra renamed pools to question banks. Confusingly, Ultra then reused the word "pool" for something different, a setting inside a test that shows each student a random subset of a bank, which Original called a random block or a question set. So "pool" means a place in Original and a rule in Ultra.

That single overloaded word is behind a large share of the confusion instructors hit after a course converts to Ultra. You go looking for your pools, find something called a pool, and it behaves nothing like the one you remember. Both features still exist. They just swapped names in a way nobody warns you about.

Here is what each container actually is, what happens to your existing pools during conversion, and how to decide whether you need one at all.

What is a question pool in Blackboard?

A question pool is a collection of questions stored independently of any test, so the same questions can be used in more than one assessment. In the Original Course View you find pools under Course Tools, then Tests, Surveys, and Pools. You build the pool once, then create tests that draw questions from it.

The reason to bother is reuse and maintenance. A question that lives inside a single test has to be fixed inside that test. A question that lives in a pool gets fixed once, and every test drawing from the pool inherits the correction. Across a course you teach three times a year, that difference compounds fast.

This table is the whole problem in one place. The vocabulary changed between course views, and two of the terms swapped meanings rather than simply being renamed.

Read the second row twice. If a colleague on Ultra tells you to "add a pool to the test", they mean set up randomization, not add a container of questions. If a colleague on Original says the same words, they mean the opposite.

How do I create a question pool in Blackboard Ultra?

You create a question bank, which is Ultra's name for it. On the Course Content page, open Details and Actions in the side panel and select Manage banks. Select the plus icon, give the bank a title and an optional description, and save. The bank now exists independently of any test in the course.

Filling it is the part that takes the time. You can add questions one at a time in the editor, copy them in from an existing assessment, or bring them in from a file. Ultra also offers an AI Design Assistant that can generate a bank from content already uploaded to the course, which is useful when your course materials are text and less useful when the substance of your teaching lives in recorded lectures.

How do I add a question pool to a Blackboard Ultra test?

Open the test, select the plus sign where you would add content, and choose to add questions from a bank. From there you have two genuinely different options, and picking the wrong one is a common mistake.

  • Reuse questions copies specific questions into the test. Every student sees the same items. Once copied, the questions become separate instances, so editing one in the test does not change the version in the bank.
  • Add a pool creates a randomized draw. You choose the bank, then set how many questions each student gets. Two students sitting side by side see different items, which is the point.

That copy behaviour in the first option catches people out. Instructors assume the bank is the master copy and the test holds a live reference to it. It does not. Fix a typo in the bank after copying and the test keeps the typo.

What happened to my question pools when the course converted to Ultra?

They became question banks. When a course is converted from Original to Ultra, existing pools arrive as banks with their questions intact, minus any question types Ultra does not support, which are removed during conversion rather than converted into something approximate.

If your banks appear to be missing after a conversion, check Manage banks in Details and Actions before assuming anything was lost. The most common cause of "my item banks disappeared" is looking in the old place, or looking inside a test rather than at the course level. The second most common is that the questions did arrive but the types you relied on, calculated or hot spot items in some configurations, were among those dropped.

Should you use a pool at all?

Often, no, and this deserves saying because the feature gets recommended reflexively.

Randomized draws are worth the setup when the stakes are high enough that answer sharing is a real risk, when you have genuinely parallel questions of equal difficulty, and when you are running multiple sections or a long testing window. For a low stakes weekly comprehension check, a pool adds administrative overhead and makes item analysis harder, because students did not answer the same questions and the per question statistics get thin.

There is also a fairness trap that is easy to walk into. A random draw is only defensible if every question in the bank is genuinely equivalent in difficulty. Pull 10 from a bank of 50 written over three years at varying levels of nastiness and some students get an easier exam than others through nothing but luck. If you are going to randomize, the bank has to be curated for that, not just large.

How do you fill a question bank without typing every question?

This is the real bottleneck. The container is trivial to create; the fifty good questions that make it worth having are not. A bank only pays off if it is big enough to draw from, and writing enough items to make randomization meaningful is exactly the work that gets deferred until it does not happen.

Three routes actually scale. You can import from a file, which for Blackboard means a tab delimited .txt uploaded through Upload Questions, the one import route supported in both course views. You can copy banks between courses, which works well within a department that has already invested in item writing. Or you can generate the first draft from material you already have.

That last one is worth a look if your course is built around recorded lectures. A tool that reads the spoken content of a recording can draft multiple choice items with the correct answer marked, which turns bank building into reviewing and cutting rather than authoring from a blank screen. The route into a Blackboard test is the same either way: export the tab delimited file and upload it. The same pattern shows up outside higher education too, wherever a team has to train and certify a workforce against a bank of questions that gets reused every onboarding cycle.

Whichever route you take, review the bank before it counts. A generated draft is a starting point, not a validated instrument, and a question bank feeding a randomized exam carries more weight per item than a one off quiz does.

The short version

Pools became banks in Ultra, and the word pool now means randomization instead of storage. Create banks under Manage banks, decide deliberately between copying questions in and drawing them at random, and remember that copied questions stop tracking the bank. Randomize only when the stakes justify it and the items are genuinely equivalent. And if the bank is empty, the container was never the hard part. Filling it is, and generating the first draft from a lecture recording is the fastest honest way to get there.
